This Plan of Action was developed by The River Valley Alliance (RVA). Established in 1996 as a volunteer group, the RVA was incorporated in March 2003. Its founding shareholders include the seven municipalities holding lands in the Capital Region North Saskatchewan River valley – the Town of Devon, Parkland County, Leduc County, City of Edmonton, Strathcona County, City of Fort Saskatchewan, and Sturgeon County.
The RVA partners share a common goal – to protect, preserve and enhance the Capital Region’s river valley for year-round access, for the benefit and enjoyment of Albertans and visitors to the province, and for future generations. They share a dream of protecting and enhancing the Capital Region’s river valley and turning it into one of the best and largest integrated regional metropolitan parks in North America.

Settlements along the river began with trading posts and missions that were usually situated on sites favoured by Aboriginal groups as seasonal encampments. These sites were most beneficial for shelter, protection, and resource harvesting. Guided by Aboriginal people, the earliest Europeans along the river soon adopted these advantageous sites. Early European communities along the river were constructed inside forts.
